浙江省海洋经济发展水利安全保障关键问题探讨

摘要

滩涂资源和水资源是浙江省海洋经济发展的2大关键资源，防灾减灾是海洋经济发展的必要保障条件。针对防洪御潮安全保障、水土资源开发利用方面存在的问题，着重探讨了浙江省沿海及海岛地区防洪御潮和水资源、滩涂资源开发等关键问题，以规划为先导，科学合理开发滩涂资源和水资源，优化水资源配置，提高防灾减灾能力，以保障浙江省海洋经济的发展。%Mudflat resources and water resources are key to developing marine economy in Zhejiang, and disaster prevention and mitigation is an essential condition to ensure the development. Addressing practical problems, the paper mainly discusses some key issues of flood and tide control as well as mudflat and water resources utilization in coastal areas and islands of Zhejiang. With the marine planning as a guidance, it is to safeguard the development of marine economy by exploiting mudflat and water resources in a scientific and rational manner, by optimizing water resources allocation, and by improving capacity of disaster prevention and initiation.
