黑河生态水量调度实践

     

摘要

The implementation of integrated water regulation of Heihe River since 2000 has effectively increased the water into the lower reaches and improved the downstream ecological environment. However, it only ensured the drainage of total water through Zhengyixia and runoff to East Juyan Lake, not considered the consistent of water distribution process with downstream ecological water requirement process, not demonstrated the appropriate water maintained by East Juyan Lake and unrealized the maximum ecological benefit of the water resources into downstream. Based on the research of water requirement rules of agricultural crops in middle reaches, ecological water requirement rules of downstream vegetation and maintaining appropriate water of East Juyan Lake, this paper put forward ecological water dispatching scheme, including centralized schedule in spring, timely flood regulation, and subsequent dispatching in August, September and October. At the same time, water dispatching supervision and water management were strengthened. After implementation of ecological water dispatching, the water into downstream had been increased significantly, the number of days of river discontinuous flow had been decreased year by year, ecological environment deterioration had been contained and the surrounding ecological environment of East Juyan Lake basin had been improved significantly.%2000年开始实施的黑河水量统一调度有效增加了输往黑河下游的水量,改善了下游的生态环境状况,但仅确保正义峡下泄总水量和确保输水到东居延海,未考虑水量分配过程与下游生态需水过程的吻合,未论证东居延海应保持的适宜水量,进入下游的水资源未实现生态效益最大化。通过对中游农作物用水规律、下游植被的生态需水规律、维持东居延海适宜水量等的研究,提出春季集中调度、适时洪水调度、秋季3个月连调的生态水量调度模式,并采取加强水调督查、用水管理等措施进行黑河生态水量调度,使进入下游的水量明显增加、河道断流天数逐年减少、生态环境恶化的趋势得到遏制、东居延海湖区周边生态环境得到显著改善。
