海外水电投资全阶段多层次政府引导机制构建

摘要

The overseas hydropower investment research mainly focused on the technical level and lacked the government macro research to promote development of the whole industry. Starting from the present situation of overseas hydropower project, this paper analyzed the particularity of overseas hydropower investment, discussed the investment problems and challenges and built the whole⁃stage and multi⁃level guide mechanism. Government guide overseas hydropower investment optimization was put forward. The strategic level of guide includes planning overseas hydropower investment, grasping the investment direction; working out hydropower investment guide. Management guide includes improving the mechanism of financing market, expanding enterprise financing channels; strengthening risk supervision, perfecting the market mechanism of risk transfer; improving the environmental protection, coordinating the conflict of interest. Technical level of the guide includes basic research in increasing integration of hydropower project, establishing international engineering management talent selection and cultivation mechanism, building government investment level warning system.%针对我国海外水电投资的研究主要集中于技术层面，缺少从政府宏观层面促进整个行业发展方面研究的问题，从海外水电工程的现状出发，分析了海外水电投资的特殊性，讨论了投资面临的问题与挑战，构建了全阶段多层次的引导机制：战略层面上的引导包括制定海外水电投资规划、把握投资发展方向、编制水电投资引导指南；管理层面上的引导包括完善融资市场机制、拓展企业融资渠道、加强风险监管、完善风险转移的市场机制、加大环境保护力度、协调利益冲突；技术层面上的引导包括产学研合作加强水电工程基础性研究、建立国际工程管理人才的选拔与培养机制、构建政府层面的投资预警系统。
