新型城镇化安置水库移民的规划实践--以温州市永嘉县南岸水库移民安置为例

With quick economical and social development of China, the reservoir resettlement in new-type urbanization mode is an inevitable trend for resettlement innovation. However, some social problems, such as employment, education, assets reset, social security etc. , existed in the past urbanization resettlement. Taking the resettlement of Nan′an Reservoir in Yongjia County of Wenzhou City as a case, the resettlement mode, the economic and social development in the reservoir area and resettlement ar-ea are discussed. The conditions and core problems of the new urbanization resettlement mode are described. The practice proves that the procedure of urbanization would be effectively promoted only if the wills of the relocates are respected, their labor skills and industry capacity in resettlement area are analyzed, and stability and sustainability of their income are ensured and their e-qual right as the urban citizens is guaranteed in the resettlement plan stage of the design.%随着我国经济社会的快速发展，新型城镇化安置水库移民是创新移民安置方式的必然趋势。但从以往城镇化水库移民安置方式来看还存在就业、教育、资产重置、社会保障等诸多社会问题。为此，以温州永嘉县南岸水库移民安置实践为例，介绍了移民安置方案和库区、安置区经济社会发展情况，阐述了新型城镇化移民安置所具备的条件以及核心问题。实践证明：在规划移民安置时要充分尊重移民意愿、分析移民就业技能和安置区产业容量、保障移民收入稳定性和可持续性以及移民享受城镇居民同等待遇等，才能有效地推动新型城镇化建设的进程。
