丹江口水库库周留置人口发展现状及对策建议

摘要

丹江口库区留置人口涉及面广、人口众多,可持续发展问题成为制约库区长期和谐稳定的关键因素.针对目前库周留置人口面临的耕地资源减少、基础设施落后、公共服务设施不完善、库区产业基础薄弱、社会管理难度大等问题,分析了其产生的历史原因和政策原因,提出了实施生态移民、土地整治、提高耕地质量、完善配套设施、培植致富产业、开展技能培训、完善对口帮扶等切实可行的对策措施,以为后续移民规划工作的开展提供参考.%Indwelling population in Danjiangkou Reservoir area are large in number and distributed in a large area,so their sustainable development becomes the critical factor for the long-term harmony and stability of the reservoir area.Aiming at the problems faced by indwelling population including reduced farming land,backward infrastructures,imperfect public service facilities,weak industrial foundation and difficulties in social management,we analyze the historical and policy causes of the problems and put forward feasible countermeasures including ecological resettlement,land consolidation,enhancing land quality,improving supporting facilities,cultivating enrichment industries,implementing technical training and promoting partner assistance.These measures can provide reference for future resettlement planning.
