对庆城县农村“三权”流转问题的调查与思考

摘要

随着农村“三权”制度改革工作不断深入，十八届三中全会也赋予农民更多的财产权利，主要指依法维护农民的三大基本权利，即院土地承包经营权、集体经济收益分配权、宅基地用益物权。如何让农村资源有序流动起来，真正实现农村资源资本化是本次农村“三权”制度改革的初衷，“三权”流转问题是农村三权制度改革中的关健环节，作者基于对庆城县“三权”流转的专项调查情况，分析了其中存在的问题，并提出相关建议。%Along with the deepening of rural“Three Rights”system reform, the third Plenary Session of 18th CPC also grants farmers more property rights, mainly referring to protecting farmers’three basic rights according to laws, namely land contractual op-erating rights, the collective economy income distribution rights, and residential land usufructuary rights. How to make the rural re-sources orderly flow and really realize the rural resources capitalization is the original intention of the rural“Three Rights”system re-form, and“Three Rights”circulation is the key link. The paper analyzes the existing problems based on the special investigation on“Three Rights”circulation in Qingcheng county, and puts forward related suggestions.
