水资源供需矛盾是当前和今后一个时期制约陕西经济社会发展首当其冲的瓶颈因素，为加快节约型社会建设，以水资源的可持续利用促进经济社会的可持续发展，利用公网ADSL＋VPN技术，在全省10市和107个县建设3级联网的水资源费征收管理系统，及时准确地掌握工业和城市供水状况、水资源费征缴入库情况，以阶梯水价和超定额加价促进节约用水，实现水资源优化配置，有效提高水资源利用效率和管理水平。%Contradiction between supply and demand of water resources is the bottleneck restriction of Shanxi provincial social and economic development at present and for a period of time in future. For speeding up the construction of resource-saving society, promotion of sustainable social and economic development by sustainable utilization of water resources, ADSL and VPN techniques are used for construction of third grade networking water resources fee levy system of ten cities and 101 counties in Shanxi. The system can help to grasp industrial and urban water supply status, levy situation of water resources fee, staged water price and extra water fee. All these can promote water conservation, and realize optimal water resources allocation, effectively improving utilization efficiency and management of water resources.
