大中型水库移民后期扶持监测评估行为的分析

摘要

After discriminating the similarities and differences between the later-stage support monitoring and evaluation of reservoir resettlement and the inspection, audit and other supervising means, and comprehensively considering the connotation of later-stage support monitoring and evaluation practice, the problems emerged in later-stage support monitoring and evaluation, including imperfect legal system, no qualification approval and no systematic argumentation on monitoring indicators and evaluation methods, are analyzed. The improvements on institutional capacity building, multi -stakeholder participation and monitoring means and evaluation methods are also suggested.%在辨析水库移民后期扶持监测评估与稽查、审计等其他监督手段异同的基础上,综合考虑移民后期扶持监测评估实践与移民监测评估工作内涵要求,就当前移民后期扶持监测评估工作中存在的法律体系不够健全、承担主体资质认证缺失、监测评估指标和评价方法的科学性缺乏系统论证等问题进行分析并提出强化移民后期扶持监测评估机构的能力建设、发展多元参与评估模式、改进大中型水库移民后期扶持监测评估手段和方法等建议.
