The school-running orientation, training objective, educational path and management method in vocational education system are basic for the convergence of education, which are extensively approved in education and also the rule in education. However, as for implementation of these rules, the “convergence” is different because the school-running conditions, culture accumulation, regional economic development, and industry cluster are different, which are called “difference” in the same education. The convergence and difference between secondary and higher vocational education are not only a kind of educational idea, but also an educational strategy.
