The innovation of agricultural science and technology can be promoted through the government-industry-university-institute collaboration. This is the important support of building the new countryside, the inner driving force of developing the modern agriculture and increasing the income of farmers, and the inherent requirement of realizing the new rural pattern. Therefore, in the process of building the new countryside in Heilongjiang province, great efforts should be made to establish the government -industry -university -institute collaboration system which can increase the farmers' income, specifically including the key technical system, the innovation system for science and technology, the popularization system, the training system of science-technology talents, and the network service system.
