“一带一路”全球化大潮下中国城市轨道交通产业发展再思考

         

摘要

With the improvement of China's international status,a series of proposals on Chinese thoughts and characteristics for the future world economic growth mode have been put forward,along with the ideas on how to solve the problems of globalization and global governance.Based on this background,the author,taking Belt and Road Initiative as the main line,reviews the achievements made in the development of China's rail transit industry in the past 15 years and the successful experience and problems that have emerged in the domestic development model.By analyzing the achievements and the current problems,this paper re-examines the new growth model of the rail transit industry in the Internet age under the tide of economic globalization and probes into the solution to global competition and the path of sustainable development of the urban rail transit industry.In this paper,the author put forward some innovative ideas and thoughts as summarized below:It is thought that the biggest advantage of China's rail transit development lies in its resource advantages in application scene.It is also believed that the scene resources are also a kind of strategic commercial resources.Advantages of scene resources in the Internet age mean "scene revolution",which is the best entry point for combining the urban rail transit industry with the Internet economy.Scene sources will be a new gold mine to generate new value-added service revenue for rail transport in the future through the Internet economy.Some new Internet business concepts and economic rules are introduced and applied for the first in the urban rail transit industry,such as the advantages of the terminal industry advantages,the increasing marginal income,the speed prevailing the scale of industrial chains,the aggregation effect of the industry suppliers chain,the advantages of the application scenes and the scene economy,the Internet of things,the new economy pattern and the high-end industrial leading enterprises,providing a new analytical and technical tool and business path for the planning and opening up of new business pattern for the development of rail transport industry under the Belt and Road Initiative.The author summarizes and redefines the new entity form of high-end manufacturing in the rail transit industry through case analysis of the global expansion and development mode of Hong Kong MTR corporation and finds out that the "preposing of back-end industry " will lead to industrial restructuring which will in turn result in a new trend,where the operation businesses will become a general contractor.The dual development mode of "increasing marginal income" on the one hand and "speed prevailing the scale of industrial chains" on the other is proposed for the first time for urban rail transit industry and the Internet economy.A new business model and planning path of sustainable development world is put forward for rail transit industry to achieve "corner overtaking" development and become the industrial leader in the world.Some new ideas at the policy level as well as the operational level are offered to achieve this goal.Finally,the author uses the concepts of "a community of shared future for all humankind" which is proposed by the 19th National Congress and that of "Sharing Economy" created in the Internet Age.From the aspects of scene economy,industry chain coverage,operation service supporting system,customer value and localized entities,the author defines and explains specifically what the proper connotation of the world brand of China's rail transit is.The inclusive and coordinated development model will promote the global economy and China's successful economic development experience can provide the world with an effective "public product".%以“一带一路”战略为主线,总结中国城市轨道交通产业近15年发展模式积累的成功经验,对取得的成果和当前存在的问题进行重点分析.重新审视经济全球化大潮下网络时代轨道交通行业新的增长模式,探讨性地提出如何面向世界参与全球化竞争的解决方案和行业自身可持续发展的路径.首先提出中国轨道交通发展最大的优势是应用场景资源优势,并认为场景资源本身也是一种商业战略资源,网络时代场景资源的优势是“场景革命”实现轨道交通与互联网经济相结合,是未来以物联网经济为代表的新经济时代,是实现轨道交通新增值服务收入来源的新的金矿.首次在轨道交通产业引入和运用网络经济中的一些新的商业概念和经济法则,如终端末端产业优势、边际效益递增、速度战胜规模、产业链聚集效应、应用场景优势、场景经济、物联网平台、新经济模式、高端制造业龙头企业等,为“一带一路”轨道交通的发展规划开创新的商业模式,提供新的工具、规划手段以及商业路径;通过对香港地铁在全球扩张和发展模式的案例分析,重新定义轨道交通产业高端制造业新的实体业态形式,发现产业终端侧的“后端产业前置”造就出的产业结构变更,产生新的运营商变身“总承包”的格局趋势;首次在轨道交通行业提出互联网经济形态中“边际效益递增”和产业链聚集“速度战胜规模”的双驱动发展模式;创造性地提出在政府主导下实现轨道交通产业“弯道超车”,以取得世界优势地位的可持续发展的新商业模式和规划路径,并在政策层面和操作层面大胆提出实现这一目标的设想.最后,用网络时代“共享经济”和十九大提出的“人类命运共同体”的概念,从场景经济、产业链覆盖、运营服务保障体系、客户价值和本地化实体等多个维度,定义和诠释什么是中国轨道交通的世界品牌,在全球范围推动包容、联动的发展模式,用中国经济成功的发展经验,为世界提供有效的“公共产品”.
