高速铁路车站周边地区城市开发管理:四个欧洲城市的经验研究

         

摘要

Cities which get a connection to the European network of high-speed trains often redevelop their station areas. The linkage to the HST-network implies larger economic relevant regions for the cities involved. As a consequence, particularly in the direct vicinity of HST-stations high-order economic activities can be attracted. If this actually occurs depend on how cities react on this opportunity and on strengthening weak location factors of the station areas.Depending on the type of cities, other investment strategies and strategic networks can be expected and observed.Efforts to develop station areas are complicated by the large number of public and private actors that need to be involved.Therefore a precondition for a balanced and well-timed station development is sufficient organizing capacity among the actors involved. Four cases will be discussed in this paper: the cities of Amsterdam, Rotterdam, Munich and Lille.%由欧洲高速铁路网连接的城市普遍会重新开发火车站周边用地.与该网络相连意味着相关城市有更大范围的经贸区.尤其是车站的临近区最可能吸引高端的经济活动.能否实现这个潜能取决于城市如何把握这个机会和如何改善火车站地区的区位要素.根据城市类型的不同,我们可以预见和观察到不同的投资策略和战略网络.因为有大量公有和私营合作者参与到车站区的开发中,使这个任务变得复杂.因此,能够实现平衡和有计划性的站区发展的前提是合作者之间有足够的组织能力.本文将以阿姆斯特丹、鹿特丹、慕尼黑和里尔这四个城市为实例展开讨论.
