城乡规划是“两型社会”建设的关键领域,科学的城乡规划需要有清晰明确的规划指标体系作为保障.本文首先对国内外相关规划指标体系研究进行了综述,提出“两型社会”城乡规划指向,继而从针对性和可操作性出发,结合我国城乡规划编制体系及各层次规划主要内容,运用矩阵结构方法,从用地规划、综合交通规划、建筑与城市设计、基础设施规划和其他专项规划5个方面建构了“两型社会”城乡规划指标体系整体框架.在此基础上,采用德尔菲法对指标体系中的指标进行了进一步的筛选和校正,确定了能实际用于各层次城乡规划编制,并和“两型社会”城乡规划指向具有密切关联的69项指标,形成最终指标体系成果.论文最后对该指标体系在城乡规划的编制、实施和评估各阶段的具体操作以及结合当地实际情况加以运用进行了说明.%The Fifth Plenary Session of the Sixteenth CPC Central Committee proposed to build China into " a resource-efficient and environmental-friendly society" ("dual-orientation society"), and has included the task into the National Economic and Social Development plan. Currently, most studies on "dual-orientation society" focus on policies and objectives, which are difficult to be incorporated into urban and rural planning. Urban and rural planning is a key field for building a "dual-orientation society". A clear indicator system is needed to guide scientific planning practices. Based on a comprehensive literature review, this paper summarizes the findings and limitations of existing researches on this topic. It then analyses the comprehensive development goals and the key elements of urban and rural planning for building "dual-orientation societies" , and proposes directions of change. The paper attempts to establish a specific and operational indicator system for "dual-orientation societies" by analyzing the hierarchies and contents of urban and rural planning in five aspects including land-use planning, integrated transportation planning, architecture and urban design, infrastructure planning and other specialized planning. The paper adopts the Delphi method for further screening and rectifying selected indicators and this results in the final 69 indicators. Finally, the paper makes recommendations on the use of the proposed indicator system in planning making, implementation and outcome assessment in different situations. The research findings can provide reference to the evaluation of resource use, environment quality and effectiveness of sustainable development efforts.
