三峡工程的伦理论争及其理性反思

The Three Gorges Project achieves great benefits in the power generation,flood discharge, shipping,but also brings many problems and causes controversy among scholars and experts.Sup-porters accredit comprehensive benefits from the Three Gorges Project,and believe that those prob-lems can be improved or solved in later stages;while defenders consider that the Three Gorges Project has caused massive negative effects and hidden troubles,and does not reached its expectations.These arguments originate from the contradiction among benefits of the Three Gorges Project,public's de-mands for personal well-being and the virtuous cycling of natural environment,the essence of which is people's different engineering ethics.%三峡工程在发电、泄洪、航运等方面取得了巨大效益，同时也带来了诸多问题，引起了学者专家的争议。支持方认可三峡工程带来的综合效益，并相信工程中凸现的问题在后期工程中能够得到改善或者解决；反对方则认为三峡工程引发了许多负面作用与隐患，这些弊端有的已经暴露出来，有的则是积年累月的长期问题，三峡工程并未达到其建造的期望值。这些论争源于三峡工程巨大效益、社会公众对切身福祉要求与自然环境良性循环之间的矛盾，其实质是人们工程伦理观的不同。
