社会组织承接政府职能的制度分析

摘要

本文在社会组织承接政府职能的理论基础上，从制度分析的角度对我国社会组织承接政府职能的制度安排以及对社会组织承接政府职能存在的问题和风险进行了理论分析，并对社会组织承接政府职能的制度创新提出了合理性建议，从而使社会组织更好地服务于社会。%This paper is based on the theories of Social organization to undertake the government function, from the perspective of system analysis to our country in the current system arrangement of social organization to undertake the functions of the government, at the same time, the social organization to undertake the functions of the government existing problems and risks are analyzed. Then it put forward reasonable suggestions about the system analysis of social organization to undertake the functions of the government, so as to better serve for the society and benefit the country.
