国家宽带发展战略中综合评估体系建立探讨

摘要

As broadband services in China's rapid development and the upcoming release of broadband national strategy, the establishment of a unified national broadband development comprehensive evaluation system is conducive to scientific evaluation the level of countries and regions broadband development. The traditional and single broadband penetration rate index cannot fully reflect the broadband development level in different areas, to develop a multi-input and single output comprehensive index system has important significance. This paper makes a detailed analysis on the four most representative broadband development indexes in foreign country, and how to formulate comprehensive index to region broadband development is discussed.%随着宽带业务在我国的快速发展以及宽带国家战略的即将推出,建立全国统一的宽带发展综合评估体系,有利于科学评估国家及地区宽带发展水平,正确指导各地宽带发展.传统的单一宽带普及率指标不能完全反映不同区域的宽带发展水平,制定一个多输入、单输出的综合指标体系具有重要意义.详细分析了国际上最具代表性的4种宽带发展综合指标,并对我国制定宽带发展综合评估指标进行了探讨.
