公共支出、支出效率与经济增长--基于252个城市面板数据的实证研究

摘要

Public expenditure policy is one of the government macroeconomic policy tools,expenditure efficiency reflects the contrast between expenditure and revenue.Based on China's 252 cities at or above prefecture level 2004--2013 panel data,using system GMM estimation methods ,the paper empirically test the impact of public expenditure,expenditure efficiency on economic growth.The results shows that the impact of public expenditure on economic growth is not significant,but public expenditure efficiency is conducive to economic growth and play the role of public expenditure threshold output effects.When the expenditure efficiency of the eastern city,provincial capital and sub provincial cities is more than 0.60 and 0.68 respectively,Public expenditure will promote economic growth.%公共支出是政府宏观经济调控政策工具之一，支出效率反映了支出与收益的对比关系。基于中国252个地级及以上城市2004—2013年间的面板数据，运用系统GMM估计方法实证检验公共支出、支出效率对经济增长的影响。研究结果表明：公共支出对经济增长的作用效果不确定，但支出效率的提高有利于经济增长，并起到公共支出产出效应的门槛作用；东部城市、省会和副省级城市的支出效率分别大于0．60、0．68时，公共支出会对经济增长起到促进作用。
