标准形成的方法论

The methodology of standards formation is the scientific and general relations and the universal application theory for standards development. This paper researches the content of the methodology in terms of top relations, standard development processes, content compositions, content expressions and external relations, aiming to find out the essence relations of internal and external standard formation methodology. The key ideas of the top relation normalization, standard development process, standard content structuring, conception of expression elements, as well as standards relation systematization are expounded in detail. This paper will well enlighten and guide the reasonable cognition and the practice of standard development.%标准形成的方法论是标准建立的科学性的通用规律关系，是标准建立的普适性理论。本文从标准的顶层关系、制定过程、内容组成、内容表述和外部关系来研究它们的方法论内容，挖掘出标准形成内部和外部的方法论的本质关系，详细论述了标准顶层关系规范化、制定过程程序化、标准内容结构化、表述要素概念化、标准间关系体系化等内容的要义。本文将对标准制定的理性认识和具体实践有很好的启发作用和指导作用。
