Chinese urbanization has developed rapidly for more than twenty years. It is an extensive urbanization. In order to narrow the gap between urban and rural areas, urbanization is vigorously promoted by the Party Central Committee, and the purpose is to eliminate the binary structure and to realize the co-ordinate development of urban and rural areas. The transformation and upgrading of agricultural production is the necessity of the development of productive forces. The spatial allocation of the three main industries are discussed in this paper. It is the result of the coordination and mutual promotion of the productivity and productive relations. Under the new situation, urbanization should be dealt from the concept of consciousness, policy level and the material technology. By doing this, the transformation and upgrading of the industrial structure can be realized, a wel-off society can be built, and a solid foundation can be laid for the construction of a moderately developed modernized China.% 中国高速发展城市化已经20年了。这次党中央提出要大力推进城镇化，目的是更加关注三农问题。文章重点从三农这个侧面分析了城镇化的相关问题。文章根据生产力发展的规律揭示农业生产转型升级的必要性，并从生产力与生产关系的协调及相互促进的经济原理探讨城镇化带来一、二、三类产业布局在空间上的重新布局。文章着重探讨了新形势下必须在观念意识上，制度政策上和物质技术上服务城镇化的大局，实现中国经济发展的产业结构转型升级，全面建设小康社会，为建设中等发达的现代化中国奠定坚实的基础。
