浅议社区规划中参与主体及其角色的变化

摘要

abstract This paper explores the main participation bodies and their roles in community planning. Firstly, this paper summarizes the experiences of community planning in the United States, Britain and Taiwan region. It then makes a further discussion on the local community planning, and argues that community planning needs to involve different participation bodies based on the existing urban planning system. The government needs to change from a dominant position to act as a guide, the community needs to become the main actor, planner needs to more involve in the role of organizer and communicator, and non-governmental organizations are welcome to participate.%文章探讨社区规划中参与主体及其角色的变化，对美国、英国及台湾地区社区规划中参与主体及其所承担的角色进行归纳总结，在此基础上对国内社区规划进行思考，认为应将社区规划融入现有规划体系，建构以社区为主体，政府、规划师、非政府组织等多方参与、协作的社区规划，并实现政府从“主导”到“引导”，社区从“客体”到“主体”，规划师从“主导”到“组织、沟通”，非政府组织参与、推动等的转变。
