失能老人长期照护体系建设及产业化的三个维度

摘要

ABstract:the disabled aged is a special and rapidly increasing vulnerable aged group,so it has important reference value to pay attention to the disabled aged long-term care services to solve the Chinese complex ageing of population problems,and promote the harmonious development of population and social economy. In the condition of limited resources,it has great realistic significance on making full use of and effectively intergrating existing long-term care services resources,to establish a comprehensive,professional disabled aged long-term care system. This study is aimed at providing experience and reference not only for the disabled aged long-term care system construction,but also for all levels governments’policy formulation through establishing the“community,community health services,family”triplicity long-term and day-care pattern which is“ based on family and supported on community and community health serivces. ”%失能老人是一个特殊且迅速增加的弱势老年群体，关注失能老人的长期护理服务问题对解决我国复杂的人口老龄化问题，促进人口与社会经济和谐发展具有重要的借鉴价值。当前在资源总量有限的条件下，如何充分利用和有效整合现有的长期护理服务资源，建立全方位的、专业的失能老人长期护理服务体系具有重大的现实意义。本研究正是通过建立社区、社区卫生服务、家庭三维一体的“以居家为基础、社区和社区卫生服务为依托”的白天托管式长期护理服务模式（以下简称“白托模式”），为失能老人长期护理服务体系的建设研究提供经验和借鉴，也为各级政府制定政策提供参考，具有重要的实践指导意义。
