造纸业是与民生关联度极高的行业.为改变国内造纸行业污染局面、整合企业规模、合理原料结构、提高技术装备、改革落后生产工艺,国家先后出台了多项政策规定.特别是2008年新的<制浆造纸工业水污染物排放标准>(GB3544)颁布后,四川省制浆造纸行业面临巨大的整改压力.如何抓住产业调整机遇,加快产品结构调整和生产方式转变,努力推进治污减排工作,是目前四川省制浆造纸行业需要破解的难题.本文在剖析四川省制浆造纸业的优劣势基础上,就四川省制浆造纸行业如何扬长避短,促进又好又快的发展提出了结构调整方案和建议.%The paper industry is an industry highly affecting the people's lives. In order to change the pollution situation, integrate firm size, rationalize raw materials, improve technological apparatus and update the production process of domestic paper industry, the government has made policies and regulations recently. Especially pulp and Paper Industry in Sichuan Province has been facing enormous pressure to reform since issuing of " Discharge standard of water pollutants for pulp and paper industry" ( GB3544-2008) in 2008. How to take the opportunity to adjust the industrial structure and change the production mode, speed up the work of pollution control and emission reduction are problems needing solution for Pulp and Paper Industry in Sichuan Province. In this paper, based on analysis of the advantages and disadvantages of pulp and paper industry in Sichuan Province, schemes were proposed on structural adjustment so that the Pulp and Paper Industry in Sichuan Province could develop quickly and soundly.
