中俄《规划纲要》的实施与辽宁对俄科技合作的路径选择

摘要

Through these years, the science and technology cooperation between Liaoning and Russia make some progress, compared with the other provinces in northeast China, Shandong and Guangdong, the cooperation level is lag, the Sino - Russia Planning outline list the item of ＂building and developing the science and technology cooperation park＂ in, which provide good chance to the cooperation. Liaoning should pay more attention to the position of Russia in the science and technology cooperation between Liaoning and foreign countries. We should use this chance to propel the development, complete the platform, cultivate the team, and expand the cooperation between Liaoning and other Commonwealth of Independent States.%经过多年的努力，辽宁与俄罗斯的科技合作取得了一定进展，但与东北其他省区以及山东、广东等省相比，辽宁对俄科技合作相对滞后。2009年9月中俄地区合作《规划纲要》将建设和发展中俄科技合作园区作为中俄地区合作的主要内容之一列入其中，为辽俄科技合作提供了新的发展机遇。辽宁应切实重视并提高俄罗斯在辽宁对外科技合作中的地位；以《规划纲要》为契机，大力推进辽宁省中俄科技合作园区的发展；进一步完善对俄科技合作平台建设；加紧培育对俄科技合作人才队伍；在加强对俄科技合作的同时，拓展与独联体其他科技大国的合作。
