摘要

从科技企业孵化器应为国家推动现代服务业发展壮大、实施创新驱动战略提供有力支撑的高度出发，探讨了新时期政府在提升科技企业孵化器服务功能中的作用，强调政府的引导、扶持及宏观监督管理是科技企业孵化器发展的保障，加强队伍素质建设、提升服务能力、融入市场经济是科技企业孵化器发展之本。%Starting the the height of that the sci-tech enterprise incubator should provide strong support for promoting the development of modern service industry and implementing the innovation-driven strategy in China, this paper probes into the government’s role in promoting sci-tech enterprise incubator’s service function in the new period, and emphasizes that the government’s guidance, support and macroscopic supervision and management are the guarantees of sci-tech enterprise incubator’s development, and strengthening the construction of team quality,improving the service ability and blending in market economy are the foundation of developing the sci-tech enterprise incubator.
