Taking the subject person of safety production work as anthropogenic point, put forward the concept of people-oriented, discussed from safety production subject scope, subjective initiative, safety service level three aspects, and pointed out that only adhere to the people-ori- ented, fully mobilized the subjective initiative and self-consciousness, could realize safe and harmonious development.%以安全生产工作的主体人为切入点，提出了以人为本的理念，从安全生产主体的范围、主观能动性、安全业务水平三方面进行了论述，并指出只有坚持以人为本，充分调动人的主观能动性和自觉性，才能实现安全和谐发展。
