This oaoer introduced the conceot of urban and rural integration,combining with the urban and rural develooment situation of Qin-huangdao,used the theory of city olanning and city economics,formulated the olanning strategies and measures of city urban and rural integra-tion,as the theory basis for urban and rural orderly construction.%介绍了城乡一体化的概念，结合秦皇岛市城乡发展现状，利用城市规划学和城市经济学的理论，制定了该市城乡一体化的规划对策和实施措施，以作为城乡有序建设的理论依据。
