“两规合一”背景下控制性详细规划的总体适应性研究——基于上海的工作探索和实践

摘要

Based on the work practice of the exploration in ＂Coordination of urban plan and land use overall plan ＂ in Shanghai, the article summarizes the development of regulatory planning, advance ideas, features and ways of implementation, analyzes new problems urder the background of the coordination of urban plan and land use plan,studies on regulatory pllanning and administration of Mega-cities urder the condition of the limited resources and law control from the angle of theory and practice.%基于上海探索＂城市规划和土地利用总体规划相互衔接＂的工作实践,从理论综合和实践分析的角度,总结上海控制性详细规划的发展历程、推进思路、特征和实施途径,分析了当前＂两规合一＂背景下控制性详细规划工作碰到的新问题,对探索当前资源紧约束、法律强控制条件下特大城市的控制性详细规划管理作了研究。
