Supplying an adequate amount of water, the disposal of sewage, and solid waste refuse are related to existing and projected patterns of land use. Existing settlement patterns often result in a distribution of population that is too small to support the initial construction costs of water sewer systems. The pattern of urban growth and development in Cayuga County, New York, is undergoing constant change, and the provision of water and sewage systems is, therefore, dependent on thought out plans that reflect a cohesive development.
