摘要

This article analyzes the main contents of Shanghai’s administration of regulatory planning with the perspective of developing the metropolis and the practices of urban planning administration. Based on the research production such as the method of developing regulatory plannings, the technical guidelines, the outcome standards and management procedures, it presents further improvements of management system and control mechanism of the regulatory planning such as rules and requirements for the preparation and implementation of the planning. Also it provides a clear direction for the management structure of Shanghai regulatory planning.%从上海国际化大都市建设和规划管理实践的角度,分析了上海控制性详细规划管理的主要内容,围绕控制性详细规划的编制方法、技术准则、成果规范和管理规程等研究成果,提出了进一步完善控制性详细规划管理体制和机制,控制性详细规划的编制和实施等要求,为上海控制性详细规划管理机制提供了明确的方向。
