从分析上海转型发展的宏观背景入手，对城市发展面临的突出问题进行深入解析，包括产业升级与空间约束，人口规模与空间压力，生态环境和空间瓶颈，城市格局和空间矛盾等方面。围绕“世界城市、亚太都会、国家门户、区域龙头”的定位设想，提出推进上海城市转型发展的区域联动、产业升级、文化繁荣三大发展战略，明确民生、生态、交通三大保障体系，并探索一条上海迈向智慧城市的发展道路。% This article starts with analyzing the macro background of transitional development in Shanghai. It deeply analyzes the significant problems Shanghai’s urban development are facing, including the aspects of industrials upgrading and spatial constrains population size and spatial pressure ecological environment and spatial bottleneck the urban pattern and spatial contradictions. Centering on the supposed definition of “global city, Asian metropolis national portal, regional leader” the article puts forward three development strategies:region interaction industries upgrading and cultural prosperity. It clarifies the systems of people’s wel-being, ecology and transportation, and explores a road for Shanghai to develop into a smart city.
