自成立以来,NSF(美国国家科学基金会)一直处于美国国家科学与工程研究教育事业的塔尖.NSF不仅重视支持基础研究,而且在整个国家的教育和研究的基础设施建设中一直扮演着重要的角色.在GPRA框架下,自1997年以来,美国国家科学基金会先后出台了4份战略规划报告,从这些规划制定的战略目标来看,前期主要围绕人才、思想和工具3个方面制定目标,而卓越管理的理念在近年来不断得到强化.对我国而言,加强科学研究与教育的紧密结合、增强科学基金客户对象的包容性、把卓越管理的理念切实落到实处是亟需解决的问题.%NSF is the spire of the American national research and education of science and engineering. NSF supports for the basic research and plays an important role in the construction of research and education. Since 1997 NSF has released four strategic plans, guided by the Government Performance and Results Act of 1993 (GPRA). The strategic outcome goals in these strategic plans mainly focus on People, Ideas, Tools and the idea of Stewardship continues to be strengthened in recent years. In China it is emergent to strengthen the integration of scientific research and education, to enhance the inclusiveness of the fund clients and to implement the idea of stewardship.
