美国先进技术计划绩效评估实践及对中国863计划绩效评估的启示

摘要

对美国先进技术计划的绩效评估进行了系统介绍与分析，具体包括绩效评估管理机制、绩效评估方法、绩效评估指标体系及综合绩效评级系统。在此基础上，提出中国开展高技术发展研究计划绩效评估的建议。%The thesis puts forward comments on how to implement the performance evaluation on the national high-tech R&D program (863 Program)based on the comprehensive analysis of the performance evaluation practices of the advanced technology program (ATP),including the performance evaluation management mechanism,the methodology,the per-formance indicator portfolios and the comprehensive performance rate system.
