创新驱动的系统动力学模拟--以武汉东湖国家自主创新示范区为例

摘要

创新驱动战略是创建创新型国家的重要战略部署。在文献研究的基础上，剖析创新驱动战略内涵，构建“创新驱动四力系统”模型，分析市场、政策、创新、发展的相互作用关系。建立武汉东湖示范区创新驱动的系统动力学模型，通过调整人才引进政策、科技金融政策、知识产权保护水平、科技成果转化水平等政策因素，发现创新政策对创新驱动具有较强推动作用，创新政策的实施时间、力度与组合不同，对创新驱动的影响效果也不同，据此提出推进东湖示范区创新驱动战略实施的政策建议。%Innovation‐driven strategy is a significant strategic plan to create an innovative country .On the basis of literature research ,this paper analyzes the connotation of innovation‐driven strategy and builds the "innovation‐driven four pow er systems"model to probe into the interaction of market ,policy ,innovation and development .Then establishes the innova‐tion‐driven system dynamics model of Wuhan East Lake demonstration area ,by varying the talents import policy ,the sci‐ence and technology and financial policies ,the level of intellectual property protection ,the level of scientific and technolog‐ical achievements ,founds that innovation policies has strong force on innovation‐driven ,and different implementation time ,combination and strength of the policy have different influence on innovation‐driven ,thus making policy recommen‐dations for East Lake demonstration area of innovation‐driven development strategy .
