基于基尼系数赋权的低碳经济评价模型及实证

摘要

根据科学发展观的内涵筛选指标建立低碳经济评价指标体系,通过基尼系数客观赋权方法进行赋权,并以秦皇岛市的低碳经济为例进行评价,确定秦皇岛低碳经济评价结果.研究结果表明,秦皇岛市低碳经济发展水平先提高后下降,影响秦皇岛市低碳经济发展的主要指标有危险废物,人均生产总值发展速度,工业企业水消费量,能源消费弹性系数等指标.%The main work of the paper, firstly, constructed the comprehensive low - carbon economic evaluation index system based on the scientific outlook on development. Secondly, it got the weights by the methods of Gini, and analyzed the development of Qinhuangdao low - carbon economy development. Empirical analyses on data showed that the main indicators of the effects of low carbon economy development of Qinhuangdao are hazardous wastes. It also reveals per capita GDP growth, industrial enterprise water consumption and flexibility coefficient of energy consumption and so on.
