基于 EAP的地区战略性新兴产业发展的评价与选择研究--以青岛市为例

摘要

沿用产业发展前景理论，从产业发展环境（E）、能力（A）和绩效（P）三大方面构建战略性新兴产业发展的评价指标体系，并运用Delphi和层次分析法对青岛市进行实证分析，结果表明，基于EAP的战略性新兴产业评价体系，能有效合理地选择出符合地区实际、发展优势明显的战略性新兴产业，为地区政府有重点、有层次地发展战略性新兴产业提供依据。%The paper follows the theory of industrial development prospects to construct the evaluation index system for the development of strategic emerging industries from industrial development environment ( E) , capacity ( A) and perform-ance ( P) , and uses Delphi and Analytic Hierarchy Process to do an empirical analysis in Qingdao .The results show that this EAP-based index system is effective and reasonable to select strategic emerging industries which have actual and obvi -ous development advantages , providing the basis to develop strategic emerging industries emphasisly and hierarchically .
