从 PCT专利申请与研发经费投入的关系看我国“十一五”科技创新政策的成效与问题

摘要

对世界知识产权组织公开的“十一五”期间（2006-2010年）来自中国申请人提交的PCT专利申请进行研究。从我国PCT专利申请趋势、专利产出效率、技术领域分布、专利申请人类型等多个角度分析我国PCT专利申请现状，结合同期国家科研经费投入的情况审视我国科技创新政策所取得的成效和存在的问题，并提出针对性的政策建议。%The PCT patent applications from China between the 11th Five-year plan period (2006-2010) were analyzed by using the data published by World Intellectual Property Organization (WIPO).The patent filling trends, output effi-ciency, technology field distribution and applicant type were analyzed to explore the PCT patent status of China .Further-more, the achievements and problems of China ’s S&T innovation policy during the same period were discussed by PCT pa-tent-R&D relationship research .Finally, some advisements were provided to improve the related policy .
