国内科技创新券政策研究及对广东的启示建议

摘要

This paper firstly introduces the basic concept of the innovation vouchers,and then analyses the main effect of the implementation of the domestic and international innovation vouchers.Based on the research on the common aspirations and the different emphasis of all provinces,combined with the practice of Guangdong province,this paper gives some ad-vice on how to design and carry out the police of innovation vouchers.%从科技创新券的基本概念入手，介绍国内外目前实施科技创新券的基本情况和主要效果。对各地实施创新券的共同诉求、不同侧重进行研究，同时结合广东科研管理的改革实践，对下一步如何设计和实施好科技创新券政策提出若干针对性较强的对策建议。
