购买服务、社会资本合作(PPP)中政府与社会组织合作模式研究

摘要

通过分析我国目前在购买服务、社会资本合作(PPP)中政府和社会组织合作的基本现状,指出政府与社会组织合作存在的主要问题:缺乏明确统一的法律规范;机制性缺陷阻碍合作的实现;监督和评估体系不健全;社会组织自身能力建设有待加强,从前提、主体、环境三方面分析政府与社会组织合作建立的条件,并进一步分析二者间的合作模式,最后提出实现政府与社会组织合作模式优化的建议:建立统一的法律政策框架;健全合作的保障机制;建设全面综合的监管结构;构建社会组织综合能力体系;形成“互联网+”的合作平台.%This paper analyzes the current situation of cooperation between government and social organizations in the purchase of services and public-private partnerships (PPP) and points out the main problems existing in the cooperation:the lack of clear and unified legal norms;the defects of mechanism;the problems in supervision and evaluation system;the shortage of social organization's ability.Besides,this paper analyzes the conditions of cooperation between government and social organization in terms of the premise conditions,the main body conditions and the environment conditions,makes a further analysis on the cooperation mode between government and the social organizations,and finally puts forward five suggestions to optimize the cooperation model:establishing a unified legal framework;improving the safeguard mechanism of cooperation;building a comprehensive regulatory structure;constructing the comprehensive ability system of social organization;forming the cooperation platform of "Intemet plus".
