高技术产业集聚对产学研协同创新的双重影响——基于直接和间接效应的经验证据

     

摘要

基于产业集聚和产学研协同创新理论测度中国31个省份(不含港澳台地区)2005-2015年产学研协同创新水平,并实证检验高技术产业集聚对产学研协同创新的直接和间接效应.研究结果表明:当前中国产学研协同创新总体水平较低,地区之间差异显著;高技术产业集聚对产学研协同创新存在倒U型直接效应,随着集聚程度的不断提升,影响效应由“协同”转变为“挤占”;产业集聚的外部性会改变对外直接投资区位选择,进而对产学研协同创新产生间接影响;产业集聚通过技术市场对产学研协同创新的间接影响并不显著;无论是否存在产业集聚,人力资本存量、信息基础设施水平等的提升均对产学研协同创新具有促进作用.得出应通过发挥产学研系统的联动作用、适度控制产业集聚水平和完善区域创新环境来提升产学研协同创新能力的启示.%Based on the theory of industrial agglomeration and synergy innovation of IUR,estimates the level of synergy innovation of IUR of China's 31 provinces(not containing Hong Kong,Macao and Taiwan) between 2005 and 2015,and empirically tests the direct and indirect effects of high-tech industrial agglomeration on synergy innovation of IUR.The results show:Firstly,the overall level of synergy innovation of IUR is extremely low and there are significant differences between different regions.Secondly,there is an inverted U type direct relationship between the high-tech industry agglomeration and the level of synergy innovation of IUR,and with the rising of industry agglomeration degree,the influential effect changes from "synergistic" to "crowding-in".Thirdly,the externality of high-tech industry agglomeration will change the location choice of FDI,and then bring indirect impact on the level of synergy innovation of IUR;the indirect influence of high-tech industry agglomeration through technological market is not significant;no matter whether there is high technology industry agglomeration,the level of human capital and infrastructure promote the level of synergy innovation of IUR.Finally,we figure out that by promoting linkage mechanism among subjects of synergy innovation of IUR,moderately controlling the level of industry agglomeration and perfecting the regional collaborative innovation environment,the capacity of synergy innovation of IUR can be further enhanced.
