长江经济带科技创新能力综合评价与发展变化研究

摘要

在重点关注“科技创新合作”指标和科技创新“社会效益”“生态效益”指标的基础上重构科技创新评价体系,选取长江经济带作为研究对象,对带内11个省市2013-2015年的科技创新能力进行综合评价和发展变化研究.研究发现:长江经济带11个省市的科技创新能力不均衡,两级分化严重;各省市科技创新的驱动因素不同,各有优势;各省市科技创新能力的发展变化较平稳,没有大起大落的现象.建议充分发挥带内领先省市的示范作用,各省市在发挥自身创新优势的前提下大力加强带内科技合作,进而实现长江经济带科技创新能力的整体提升.%This paper reconstructed the evaluation system for sci-tech innovation ability which focused on cooperation and social and ecological benefits of sci-tech innovation,we selected Yangtze fiver economic zone as the research object,carried out research on the comprehensive evaluation and development of sci-tech innovation ability in Yangtze river economic zone from 2013 to 2015.we found that the sci-tech innovation abilities of 11 provinces & cities in Yangtze river economic zone were not balanced and polarization were serious.The driving factors of sci-tech innovation in different provinces & cities were different,each with its advantages.The development of sci-tech innovation ability in the 11 provinces & cities was stable,there was no ups and downs phenomenon.Therefore,all provinces & cities in the zone should take full advantages of their own,given full play to the demonstration centre of leading provinces & cities,vigorously strengthen sci-tech cooperation between various provinces & cities,and then achieved the overall promotion ofsci-tech innovation ability in Yangtze river economic zone.
