法律框架下页岩气资源与水资源的关系

摘要

巴黎协议，各国达成一致共识，减排是全球一致的目标。中国已经做出承诺，而“十三五”期间，我国能源体系围绕低碳、循环、清洁、高效的方式发展。页岩气作为一种低碳，清洁能源，是中国能源转型的纽带，自然倍受青睐。然而页岩气的勘探开发利用过程中给环境带来的污染也更严重。从页岩气资源和水资源在我国的分布状况及两者在法律框架下的关系出发，如何使页岩气的开发利用和水资源能和谐、可持续发展显得尤为重要。%The Paris Agreement,countries agreed on consensus and the global temperature rise within 2 ℃ under control,China has promised.Emissions are universal goal,while "much starker choices-and graver consequences-in period,around the low carbon energy system in our country,circulation,clean and efficient way.Shale gas as a kind of low carbon,clean energy, is China's energy transformation,natural popularity.However,shale gas exploration and development and use is not so simple, ordinary energy development brings to the environment pollution is more serious in the process of.From shale gas resources and the distribution of water resources in our country and relations under the framework of the law,how to make shale gas development and utilization of water resource and harmonious,sustainable development is particularly important.
