曹妃甸工业区炼化一体化项目环境风险应急预案研究

摘要

In this paper,it was researched on how to reduce and effectively prevent environmental risk of Petroleum Chemical Engineering Project of Cao Fei Dian Industrial District based on the analysis result of environmental risk assessment, methods to reduce and effectively prevent environ- mental risk include the dock spilling oil,fire and explode of the storage tanks and poison leaking and so on. Environmental Risk Emergency of Preparatory Scheme are brought on the dock, enterprise and social. Once the accident happened, with the above mentioned methods, the loss will be re duced as possible as small.%利用风险评价分析结果，提出了曹妃甸石化行业环境风险管理及防范措施，系统地提出码头溢油、储罐区火灾爆炸以及毒物泄漏的预防措施，并提出应设置装置（码头）、曹妃甸石化炼化公司和社会三级的应急预案。万一发生事故，应能采取紧急措施进行处理，将事故对人员、财产和环境的损失降低到最小程度。
