To solve the dynamic evaluation problem on distribution planning technology ,this paper screens eight indicators ,which include power supply reliability ,line loss rate ,the unit investment of increasing power supply load ,capacity‐load ratio ,the percentage of main transformer meet‐ing N‐1 principle ,the connection rate ,cable rate in line ,insulation rate of overhead line. Giving the example of the distribution of three regions in Jilin province ,this paper uses the five‐step method ,namely index screening → index identical → index non‐dimensional → “vertical and horizontal”scatter degree method → TOWGA operator method. This method is very objective and suitable for dynamic evaluation on distribution planning technology and can provide some references for standard target system in power supply enterprise .%针对配电网规划技术评价问题,选取供电可靠率、综合线损率、单位投资增供负荷、容载比、满足N -1主变比例、联络率、线路电缆化率、架空线路绝缘化率8个指标,应用基于时序动态视角的评价方法,即“五步法”:指标筛选→指标类型一致化→指标无量纲化→“纵横向”拉开档次法→TOWGA算子评价法,以吉林省3个地级市的配电网作为算例进行分析。这种方法没有丝毫主观色彩,适用于配电网规划技术动态评价,能够为供电企业同业对标提供参考。
