科技创新实力和效率的比较研究--基于科学发现和技术创新的二维视角

摘要

从科学发现和技术创新两个维度，基于因子分析和DEA方法对科技创新实力和效率进行了比较研究，并提出有效实力概念。运用11个省份2004-2010年省际面板数据进行分析发现，大多数省份科技创新实力和效率呈现了不均衡状态，形成“实力强、效率低”或“实力弱、效率高”的态势。与预期相反，平均水平上我国科学发现效率要高于技术创新效率；各省份在不同资源投入上存在资源冗余，资源利用率不高。%From scientific discovery and technological innovation,based on factor analysis and DEA,it carries out a comparative study on the scientific and technological innovation strength and efficiency,putting forward effective strength. Using panel data of 11 provinces in China from year 2004 to 2010,it is found that:scientific and technological innovation strength and efficiency in most provinces present une-ven state;it appears“high in strength,low in efficiency”or“weak in strength,high in efficiency”. It appears obviously echelon effect. Contrary to expectations,the average level of China’s science discovery efficiency is higher than the efficiency of technological innovation;the resources redundancy is high and resources utilization is not high which exist in different resources investment of each province.
