PROBLEM TO BE SOLVED: To discover the value that reduction type of oxidation-reduction potential consists with ecosystem in global environment, in a state where meaning of the oxidation-reduction potential and existence of third microorganism environment are put forth as a means in place of a sterilization method, although moderns science and technology adopting an oxidation and sterilization method as a standard technology aims to strengthen the sterilization method ; to provide a development technology for its practical use and its applied technology.;SOLUTION: Activation of bacteria, viruses, and the like active in oxidized environment can be prevented by recognizing reduced water as a new potential. Active oxygen and free radicals concomitantly produced by the oxidation effect of artificial reduced water are eliminated. The reduced water having a high energy level can be used as a new tool, in place of the sterilization method, for water environmental burden reduction and purification using active reduction type bacteria, and for room control using the potential of reduced water using reducing metal. The reduced water can be used as a means eliminating the negative effects of excessive dependence on sterilization over a wide range of fields, for prevention of nosocomial infection, prevention of aerial infection of influenza in public facilities, and prevention of pathogenic bacteria propagation in highly closed stock farming and houses.;COPYRIGHT: (C)2004,JPO&NCIPI
