产业融合进程中的政府规制分析

摘要

Industrial convergence has been turning into inevitable industrial trend with informatization process since 1970s. Dereg-ulation is one of the important motives to industrial convergence which provides institutional condition. Meanwhile, industrial conver-gence presents a big challenge to government regulation which is based on clear industrial division. In order to fit in with the environ-ment of industrial convergence, government regulation needs correspondingly reforming in its way and organization. Doing research work in new regulation during industrial convergence is significant to reform of government regulation.%20世纪70年代以来，随着信息化进程的不断推进，产业融合已演变为势不可挡的产业发展趋势。规制放松为产业融合提供了制度基础，是产业融合的重要驱动力之一。产业融合的推进对建立在明确产业分立基础上的政府规制提出了严峻挑战。为适应产业融合的环境，政府规制亟需在规制方式和规制机构等方面进行相应变革。研究产业融合带来的新的规制问题，对于推进我国政府规制改革具有重要现实意义。
