中国空间规划体系框架构想

摘要

From the analysis of the current status of spatial planning in China, this paper differentiates the hierarchical relationship and the horizontal relationship among spatial plannings, analyzes the existing conflicts in spatial planning system, which includes National Economic and Social Development Five-Year Plan, Land Use Planning and Urban and Rural Planning. Further more it promotes the ＂alliances＂ national spatial planning system based on the plans consolidation, raises the specific operating system framework for spatial planning implementation and pictures the prospects of spatial planning system in China.%从中国现行空间规划现状出发，通过辨识各级、各类空间规划之间的关系，深入分析以经济社会发展规划、土地利用总体规划和城乡规划三者为主体的空间规划体系内部冲突，倡导构建基于“三规合一”思路的“纵向协作、横向联合”国家空间规划体系，提出可供具体操作的空间规划体系框架与实现途经，并对未来我国空间规划体系发展方向作出展望。
