战略性新兴产业发展特征及其政策动态调整机制的构建

摘要

战略性新兴产业往往诞生于技术的突变性变化之中，其发展在技术、市场和组织等方面存在多重不确定性，需要政府的大力培育和引导。当前我国战略性新兴产业的相关政策呈现“碎片化”“粘性化”现象，缺乏对战略性新兴产业的动态演变进行持续性跟踪和控制。在把握战略性新兴产业发展特征的基础上，政策主体应构建动态的产业政策调整机制以适应战略性新兴产业的演进发展。%s:The strategic emerging industries are often born by radical technology, which need the government to set up effective guidance because of the characteristics in technology, organization and market, as well as multiple uncertainties. Nowadays there are some"fragmentation"and"sticky"phenomenon of the current policy problems in the promotion of strategic emerging industries. To adapt to the evolution of strategic emerging industry development, the policy subjects should build dynamic mechanism of industrial policy adjustment.
