The Japanese invaders established the illegal organizations of salt administration and comprehensively controlled and plundered Shandong salt industry, resulting in the history of the great depression. Under the leadership of the Communist Party of China, the democratic regimes for anti-Japanese were established around Shandong. They gradually set up the organizations of salt administration and adopted many measures to restore and develop the salt industry, and actively struggled against the enemy in salt making field, thus the salt industry in Shandong got liberated and was reborn.
