地方高校新农村服务基地建设与社会服务功能探索

摘要

The social service as a basic task of the local colleges and universities has gained the more and more attention.Enhancing the social service ability can promote the development of the local economy and social culture,and make the education of the local colleges and universities achieve win-win situation.The practices of the New Rural Development Research Institute of Guangxi University show that the social service of local colleges and universities mainly focus on the science and technology,education,economic and cultural services.But it is lack of funds,experts and collaborative management mechanism.To improve the social service ability of the local colleges and universities,it is necessary to increase the investment on the construction of the bases,improve the incentive mechanism to enhance the teachers' enthusiasm,and develop a better collaborative management mechanism to enhance the service ability of the bases.%地方高校社会服务功能的发挥,既能促进地方经济和社会文化发展,也可促进自身教育事业的发展,实现校地双方发展双赢局面,日益引起了校地双方的共同关注.地方高校依托新农村发展研究开展了多功能农业综合服务示范基地、农业特色产业基地和分布式服务站等新农村服务基地的建设工作,并为新农村建设提供了多元化的服务.在基地建设和服务提供过程中,地方高校在科技、教育、经济、文化等方面彰显了自身的社会服务功能,但仍存在着经费不足、激励措施不力、校地协同性差和成效不显著等问题.地方高校今后要通过加快基础建设经费投入、进一步强化激励措施、组建校地协同服务机制来继续推进基地的建设及服务工作,以提升新农村服务基地工作的整体绩效.
